Procurement Technical Assistance Center (PTAC)

What is a PTAC?

PTACs are non-profit organizations located throughout the United States which provide contracting assistance to businesses pursuing work with Federal, State and Local government agencies. This procurement technical assistance center is funded in part through a cooperative agreement with the Department of Defense (DoD). The Northwest Commission PTAC is a business tool that enables companies located in our region (the Pennsylvania counties of Clarion, Crawford, Erie, Forest, Lawrence, Mercer, Venango and Warren) to more competitively pursue and obtain government work—including prime and subcontract work at the Federal, State and Local levels of government—by providing information, opportunities and technical assistance. The Northwest Commission PTAC is a member of the Association of Procurement Technical Assistance Centers (APTAC).  If your business is located outside the Northwest Commission’s 8-county region, visit to find the PTAC near you.

What will this service cost?

In cooperation with the US Department of Defense (DoD), our PTAC is designed to assist companies on how to market and sell their products and/or services to the DoD, other federal agencies, and state and local governments. Our services are offered FREE OF CHARGE! Become a client.

The Results

Last year we served 151 businesses in our region, providing counseling, instruction and bid opportunities to representatives of each of these firms. We assisted clients in winning hundreds of government prime contracts & subcontracts worth a total of over $78 million in 2020.

    • Determine suitability for government contracting
    • Assistance with identifying bid opportunities and past procurement histories/awards
    • Assist with Local, State and Federal registrations including: – System for Award Management (SAM) – PA Department of General Services (DGS) Vendor Registration – DIBBS Vendor Registration – Wide Area Work Flow (WAWF)/ iRAPT Registration
    • Assist with Federal Set-Aside Programs including: – 8(a) – Small Disadvantaged Business – HUBZone – Veteran Owned Small Business – Service Disabled Veteran Owned Small Business – Woman Owned Small Business – Minority or Women Business Enterprise (MBE/WBE) Certification (Pennsylvania)
    • One-on-one assistance with interpreting solicitations and bid packages
    • Electronic bid matching service for federal, state and local bid opportunities
    • Market research and past pricing history
    • Preparation for Pre-Award Surveys
    • Post-award assistance
    • Information on Mentor-Protégé Programs, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and other government procurement programs and regulations
    • Assistance in seeking subcontracting opportunities with government prime contractors

Become a Northwest Commission PTAC Client

Our services are offered free of charge. To work with the NW Commission PTAC and become a client, you must:

  • Be located within our 8-county service region of Northwest Pennsylvania:  Clarion, Crawford, Erie, Forest, Lawrence, Mercer, Venango & Warren counties. (Not in one of our counties? Visit to find your PTAC).
  • Have interest in exploring the government market: Federal, State, and/or Local level government opportunities
    • We urge clients to commit to continuous learning if you want to succeed in the government marketplace.
  • Request counseling: Complete our PTAC Client Enrollment form & submit it to our office. Two file formats are provided, please use whichever works best for you, & complete as much information as you can:
  • Report all government contract &/or subcontract awards each calendar quarter via our online survey
  • Respond to our annual PTAC Satisfaction Survey
  • Respond to Northwest Commission surveys/reports
