The Northwest Rural Planning Organization (RPO) understands the importance of local planning and how land use and planning influences current and future transportation demands. Through the Linking Planning to NEPA process and taking into consideration fiscal constraints, the Transportation Improvement Plan is developed from the Long Range Transportation Plan.
