In addition to the main office in Oil City and for ease of access, we have outreach offices located in Erie and in Mercer. The Erie office, supported by Erie County, is located with the Northwest Industrial Resource Center at Knowledge Park, Penn State Behrend. The Mercer office is located with the Penn-Northwest Development Corporation.
The Northwest Commission serves as the Regional Export Network (REN) Coordinator for Pennsylvania’s Office of International Business Development (OIBD). Your REN partner serves as your gateway to Pennsylvania’s Authorized Trade Representatives (ATRs). With the largest network of overseas offices of any state in the U.S., Pennsylvania’s Office of International Business Development (OIBD) is committed to supporting Pennsylvania companies by working with them to increase their export sales. Global Access Program (GAP)
The Pennsylvania Global Access Program (GAP) is designed to enhance the capability of small to mid-sized Pennsylvania companies to increase export sales. GAP is administered by the Pennsylvania Office of International Business Development (OIBD) and provides up to $3,500 per year to qualifying Pennsylvania companies to offset eligible expenses associated with specific export promotion activities. This program is funded in part with SBA STEP Grant Funding.

Pennsylvania International Trade Guide (exportingPA.org)
The Pennsylvania International Trade Guide is available to teach the basics of exporting to Pennsylvania companies. The site provides export tutorials, frequently asked questions, an Export Readiness Assessment, a statewide calendar of export-related events, and an easy way to get in contact with your Regional Export Network (REN) representative designated by the Commonwealth of Pennsylvania’s Department of Community and Economic Development (DCED).
